To use the app, you gotta have access to an HCM Cloud thingy on release 11.13.18.05.0 or later (R13 18B), an active Oracle HCM Cloud Applications user account, internet on your phone, and a set up HCM Cloud home page with the News Feed Default Layout. Only mobile-friendly stuff from the HCM Cloud web app is available, and what you can do depends on what HCM applications you got licensed and set up.
